Ribadu Appointed as Jigawa University Maiden VC:

Gov. Sule Lamido of Jigawa has approved the appointment of Prof. Abdullahi Ribadu as the Vice-Chancellor of the newly established Jigawa State University, Kafin Hausa.

The Commissioner for Education, Science andTechnology, Prof. Haruna Wakili, told the News Agency of Nigeria (NAN) yesterday in Dutse, that the appointment took effect immediately.

The new university was established in February 2013.Wakili told NAN that the vice-chancellor, who hails from Adamawa, was the immediate past Vice-Chancellor of the Federal University of Technology, Yola.He described Ribadu as a “competent, efficient and resourceful researcher with enviable research outputs.”The commissioner also disclosed that the governor had approved the appointment of Muhammad Nasiru, as the Registrar of the University.

“The state government has also appointed Malam Garba Muhammad and Malam Musa Auyo as Bursar and Librarian of the university respectively.”Wakili described the appointment of the principal officers of the institution as “a major step in fast-tracking the smooth take off of the institution in the 2013/2014

SURE-P to Pay 50,000 Unemployed Graduates N25,000 Monthly..

SURE-P to Pay 50,000 Unemployed GraduatesN25,000 Monthly –

FG:The Federal Government’s Subsidy Reinvestment and Empowerment-Programme(SURE-P) has approved the sum of N15 billionfor the payment of allowances to 50,000 unemployed graduates expected to be employed under the Graduate Internship Scheme (GIS) of the programme.

Head of Operations of GIS, Mr. Akubo Adegbe, disclosed this at the weekend during a sensitization workshop for firms in Niger State, adding that each of the successful graduates would earn a monthly stipend of N25,000 under the programme.

According to him, the graduates would be attached to available firms, non-governmental organizations and some selected governmentagencies for a one year internship in the state.

He said the scheme is aimed at availing participants with requisite experience in their various disciplines preparatory to securing jobs.“The interns are expected to acquire professional skills, training and work experience to be able to improve on their chances for job-placement opportunities”.

The Federal Government will be responsible for paying a monthly stipend to them while participating institutions will be expected to provide adequate opportunities for training and mentoring, he said.

He said the scheme is meant to enhance the employability of unemployed graduates in the 36 states of the federation through the proposed internship programmes in public and private sectors.

In her remarks, a Minna based legal practitioner, Mrs. Vera Ndanusa enjoined SURE-P not to allow fraudulent people to hijack the programme for selfish interests.

Fashola said he considered himself extremely lucky having been tutored both formally and informally by the right and focused teachers.

The guest speaker, Dr. Fabian Ajogwu (SAN) inhis lecture entitled ‘’Legal Education and Legal Profession: A Reality Check’’ stressed the need for quality legal education even if thestudents have to pay for it.

The lawyer stated that legal education in the 1960s cannot remain the same in 2013 adding that the curriculum has to be broadened and updated to what is obtainable in the legal practice.

SSANU, UNILAG Chapter Protest Over FG’s N1.6bn Allowance....

SSANU, UNILAG Chapter Protest Over FG’s N1.6bn Allowance:The Senior Staff Association of Nigerian Universities (SSANU), University of Lagos chapter, on Wednesday staged a peaceful protest over the sharing formulae of the N1.6 billion earned allowances by the Federal Government.

The Chairman of the association, Mr Adetola Adetomiwa, said that the N1.6 billion was part of the issues contained in the agreement the association entered into with the Federal Government in 2009.He said that the earned allowances comprised responsibility, excess work load and hazard allowances.He said that a total of N30 billion was disbursed by the Federal Government to all the federal universities across the country for the earned allowance.

Adetomiwa said that the disbursement took place about two months ago before President Goodluck Jonathan’s meeting with the leadership of ASUU.“Of this amount, a total of N1.6 billion was accruable to our university to be shared by an existing formula, which is N15, 000 for the junior staff spread across 18 months arrears.“And N30, 000 for senior staff spread across same 18 months.

“Rather than follow this sharing formula as stipulated for all the labour unions of the institution, the university authorities decided now to pay each of us N15, 000 across board and this is highly unacceptable.“I want you to know that this same earned allowance has since been paid our colleaguesin other universities, the way it is supposed tobe, that is N15, 000 for the junior staff and N30, 000 for the senior staff.“Why then should our own here in the University of Lagos be different from others or is there something going on that we do not know about?“To this effect, we have given the university management 24 hours to follow the existing template on the sharing formula of this fund and do the right thing in order to avoid further problems in the university.

”The SSANU boss said that the association was the precursor of the demands for the earned allowances and therefore, there was no reason for the management to “shortchange members of the association’’.

He said that the incident if unresolved might also affect academic activities in the university in the event that ASUU calls off its strike.Adetomiwa expressed willingness to follow upthe issue until justice was achieved because according to him, government had done what was expected and there was no reason for some individuals to scuttle such kind gesture.

“We want to follow this matter up to any level because it is high time we instilled discipline and sanity into our various university systems, which we all agree, has been suffering from a lot of challenges.“We must all strive to join hands with government to ensure that we do the right thing so that we get a university of our dream, one which we shall all be proud of as a people,” he said.Mr Okeowo Oluwaseun, the Financial Secretary of the Association told NAN that thecurrent crisis generated by the sharing formula adopted by the university was an internal one and that the university must ensure that the issue did not get out of hand.

Oluwaseun said that there protest was justified owing to the fact that the universities had since shared the earned allowance as was contained in their respective templates as was amended in 2012.“It is because the university has been enjoying some measure of peace, which is why the management feels it can do whateverit wants to without being challenged,’’ he said.(NAN)

Ex-ASUU President, Prof. Festus Iyayi Died in a Road Accident:Prof. Festus Iyayi, who died in a road accident on Tuesday, was a committed promoter of a just social system Death hit the Nigerian academia and the literati hard on Tuesday as non-conformist scholar and writer, Prof. Festus Iyayi, passed away in a road accident.
The death of the one-time president of the Academic Staff Union of Nigerian Universities and winner of the Commonwealth Writers Prize occurred about seven months after the country lost another legendary writer, Prof. Chinua Achebe.While it had also lost some other writers – including Larinde Akinleye and Femi Fatoba – and many other people in road crashes, the violent circumstance of Iyayi’s death may alsoremind followers of African literature of that of Ghanaian writer Kofi Awonoor-Williams, who was killed in Kenya by terrorists in September this year.But what many would find instructive is the fact that Iyayi died in the course of prosecuting the battle in which ASUU has engaged the Federal Government, fighting for the revitalisation of the university system, in the past four months.
He was on his way to Kano, alongside other members, where they wanted to attend a congress that would take adecision on the possibility of calling off the ASUU strike.People who believe in the prophetic power of writers may thus find cause to, in retrospection, attach more importance to one of the popular statements from Iyayi’s novel, Heroes — “… those who carry the cross for society always get crucified in the end …”Yet, the fact that the bus that Iyayi and co. were said to have been hit by a car in the convoy of Kogi State Governor, Idris Wada, has compounded the anger and frustration of many Nigerians who are lucky enough to be living – and not dead – witnesses to the recklessness that convoys of many political office holders display.Reacting to the news of Iyayi’s death, the President of the Association of Nigerian Authors, Prof. Remi Raji, says the development is a sad commentary on not justthe contradictions in the country’s educational system but also manifestations of political recklessness.Raji says, “That Prof. Iyayi’s death is linked to the recklessness of the convoy of a governor once again shows the irresponsibility of manypolitical office holders. We have talked about it many times. It is about what I call siren senselessness. You have to clear the way because somebody is going to buy yam for a governor’s wife.”Meanwhile, while Raji notes that Iyayi’s portrayal of bourgeoisie characters gripped his imagination as a university student, other stakeholders have paid tributes to the deceased. Poet and critic, Odia Ofeimun, says Iyayi was a man “who should not be dead.”According to Ofeimun, he was a good person who never betrayed the people he stood by.He adds, “Festus Iyayi saw life as a struggle. He believed that those who struggle must stand by their own. This is part of what defined his relationship with ASUU. Whether he lost his job or jailed for the cause of ASUU, he stood by the union all through. The last time I saw him, it was on the television. That was when the lecturers were demonstrating inBenin. He was with them in his academic gown.”Ofeimun says Iyayi also remained a committed writer till death. He notes that although social struggle ate deep into his time, he kept writing, to the point that he had works he had not published.“When it mattered to talk about commitment in literature, Iyayi wrote sensible literature, something sensible to anyone who believes he should not be afraid of his belief,” he explains.Similarly, a Senior Lecturer at the Department of English, Obafemi Awolowo University, Ile Ife,Dr. Chijioke Uwasoba, describes Iyayi as a great man in the field of literature, while US-based scholar and writer, Prof. Okey Ndibe, says Iyayi was one of the most “intrepid social voices” the country has ever produced.Born in Edo State in 1947, Iyayi’s family is saidto have lived on little means but instilled in him strong moral lessons about life. According to a profile, he started his education at Annunciation Catholic College in the old Bendel State popularly known as ACC, finishing in 1966, and later proceeded to Government College Ughelli.He was a zonal winner in a Kenedy Essay Competition organised by the United States Embassy in Nigeria. He left the shores of Nigeria to pursue his higher education, obtaining a M.Sc in Industrial Economics fromthe Kiev Institute of Economics, in the former USSR and then his Ph.D from the University of Bradford, England. In 1980, he went back to Benin and became a lecturer in the Department of Business Administration at the University of Benin.A reviewer, Susie deVille, writes that Iyayi’s three novels, Violence, The Contract, and Heroes, as well as his collection of short stories, Awaiting Court Martial, expose the abject penury and disenfranchisement that constitute the social reality of the majority of Nigerians.“In language that is often vitriolic and stinging, Iyayi’s protagonists potently display his contempt for the rampant corruption that strangles contemporary Nigeria. Business persons, politicians, generals, and other officials hoard the country’s wealth and powerat the expense of the working class. This basedepravity of the ruling class,” deville says.

FUOYE 2013/2014 Pre-Degree Acceptance Fee & School Fees.

This is to inform all the candidates admitted into the Federal University, Oye-Ekiti (FUOYE) 2013/2014 academic session pre-degree programmes that the authorities of the university have announced the amount they are required to pay as acceptance fee and tuition fees.

Each candidate is expected to pay an acceptance fee of twenty thousand Naira(N20,000.00) on or before 11th November, 2013 while the tuition fees of one hundred and thirty thousand Naira (N130,000.00)should be paid on or before Friday, 15th November, 2013.

ASUU: Conditions to be Met by FG Before We Could Call-Off the Strike:Members of the Academic Staff Union of Universities have given the Federal Government certain conditions to be met before the union could call off its four-month old strike......

Part of this condition is that all federal parastatals in charge of fund, labour, and education must sign the agreement purportedly reached between its leadership and the Federal Government on Tuesday.A prominent member of the union, who cravedanonymity because he was not authorised to speak on behalf of the union, toldnewsmenthat doing this would give the association the confidence that “the Federal Government knows what it is doing when it signed the agreement.”He said, “I must tell you that our mandate remains. The only mandate we have is that 2009 agreement must be met. We have not reached any agreement with the Federal Government.“Since the Federal Government  wants to be releasing N220bn every year for five years, then all monetary and regulatory agencies must sign. The  Central Bank of Nigeria, Ministries of Finance and Labour, National Assembly, Office of the Presidency, National Universities Commission, Tertiary Education Trust Fund, Trade Union Congress and our umbrella body, the Nigeria Labour Congress, must sign with consequences stated.“The reason we will ensure this is that we don’t want argument tomorrow that the agreement was entered in error or that they don’t know the implication of signing the agreement. If possible, documents that will provide for automatic deduction of the agreed money at a particular/agreed date must be provided.”The leadership of the union had engaged in a 13-hour marathon meeting with  government delegation  led by President Goodluck Jonathan in Abuja between Monday and Tuesday.Though it was generally perceived that both ASUU and the Federal Government  achieved breakthrough in negotiation for the first time after the lengthy meeting with the President,newsmenlearnt that the lecturers might not be  in a hurry to go back to class.Another  source close to ASUU who was also part of the marathon meeting  with the President in Abuja, said there was nothing new in what the President promised membersof the union.According to him, government had always failed in implementing agreements reached with ASUU. He said, “Truly the President sat down for more than 13 hours with us. He told us that we were not leaving the venue until the issues were resolved.  The Federal Government also promised to inject funds into the system, but a promissory note is not enough.“Where would the money come from? There  is no assurance that government will provide money especially with the mop-up policy in place that ensures that unspent money is refunded to government’s coffers at the end of every year.’’Asked when the lecturers would call off the strike, he said, “I doubt if the strike is ending soon.  The problem is with the Finance Minister. Where is government getting N1trn  from? A government that could not implementagreement between 2009 and 2013, what is the guarantee that they would honour this agreement.“It is all politics.  We are still awaiting directives from our branches. We have told them the outcome of the meeting with the President but we are waiting for them to tell us what they think of government’s proposal.“Imagine the Minister of Education has travelled out of the country. He was appointedVice President for UNESCO General Assembly.How can he travel out of the country without resolving the crisis in the education sector?’’He said the Federal Government should spendthe trillions of dollars in its Sovereign Wealth Fund to finance university education and improve infrastructure in the country.A key component of the agreement reached by both ASUU and the Federal Government was that government would inject N1.1trn intopublic universities in the next five years. Government is expected to inject N220bn yearly into the public university sector beginning from 2014.  But government said it could only release N100bn this year, noting that the amount had already been processed.The Federal Government also indicated that the N1.1trn would be domiciled at the Central Bank of Nigeria to show its commitment to the agreement. The money is expected to be released on quarterly basis to the universities so that there won’t be any problem about funding the deal.The National Universities Commission and theTrade Union Congress will be the joint guarantors of the agreement while the Minister of Education will be the implementingofficer. Government, according to sources at the meeting, also agreed to revamp public universities by ensuring that all the issues that always lead to strike are dealt with once and for all.Asked to confirm if lecturers were planning to call off their strike, ASUU Chairman, University of Calabar branch, Dr. James Okpiliya, said thelocal chapter was yet to get formal briefing on the meeting with President Goodluck Jonathan.He, however, said the union would make its position known to the press on the President’s offer after the end of a meeting scheduled for mid-night Thursday.Also, Chairman of ASUU in Obafemi Awolowo University, Ile-Ife, Prof. Adegbola Akinola, said that members must be properly briefed on theresolution between the Federal Government and representatives of ASUU in the last marathon meeting.He said the only condition that could make itsmembers accept any offer would be the provision of necessary documents.He said, “The NEC meeting may not hold now. It is the local congress that is expected to hold first which is either tomorrow or Monday.“Our members are not yet briefed about the details, so it is when we meet that we will know the details and then discuss whether what we got is sufficient enough to justify our action or demand.“I can’t really pre-empt the mind of other members. But if we are to accept any offer, there must be document to back that up. We need to obtain documents on that. Maybe if there is a document, people may look at it critically.”However, the Federal Government said it would include the N1.1trn promised ASUU in the education budget starting from next year. It also said it was waiting for the union to know the next step to take.The Director, Press and Public Relations of theMinistry of Education, Mr. Olu Lipide, told one of our correspondents on Thursday that government was waiting for ASUU to take the necessary steps.Meanwhile, the Dean of Social Sciences, University of Lagos, Prof. Omololu Soyombo, has said that the general ASUU body must agree before the strike could be called off.He said, “It is difficult to believe the President but we give him the benefit of doubt. We believe that the President is noble, the ASUU president promised to give him a feedback. If this had been done earlier, the strike wouldn’t have extended for so long.”Corroborating his view, the Chairman, Lagos State University, ASUU, Dr. Jamiu Oluwatoki said, “It won’t be long again. By next week there should be a NEC meeting and subsequently the congress meetings before the president can call off the strike.”

ASUU to FG: Re-Opening Of Varsities by Force Would Deepen the Crisis:.......

AS the strike embarked upon by the AcademicStaff Union of Universities enters the fourth month, the union has flayed alleged plans by the Federal Government to forcefully order there-opening of the universities today, saying this will only complicate the situation.PRESIDENT Goodluck Jonathan will meet the leadership of the Academic Staff Union of Universities on Monday (today), apparently with a view to resolve the Federal Government-ASUU face-off that has left varsity gates shut since July 1.But the union said it had got wind of Presidency’s plan to direct that universities bereopened, saying such directive without amicable resolution of the current strike would deepen the crisis.Chairperson of the Uniport chapter of ASUU, Professor Anthonia Okerengwo, urged the Federal Government to toe the path of honour in its effort towards resolving the lingering strike.His University of Benin counterpart, Dr Anthony Money-Emina, described as laughable, reports that President Goodluck Jonathan will order the union members to go back to work today.Similarly, ASUU, University of Ibadan chapter, through its Secretary, Dr Ayodeji Omole, said such a report would further dent the image of the government as anti-democratic, cautioning President Jonathan to allow a sleeping dog lie by implementing the 2009 ASUU/FGN agreement which the Federal Government had already signed.ASUU vowed that it would not be intimidated into going back to the classroom, “unless our demands are met by the Federal Government.”ASUU Uniben said that the solution to the current industrial action embarked upon by members was for the Federal Government to come up with a clear agenda on how to implement the 2009 agreement and the Memorandum of Understanding, MoU, enteredwith the union in 2012.Describing as laughable, reports that government will order the union members to go back to work, ASUU urged government to shun “authoritarian approaches to resolving issues in dispute with the union.”Money-Emina said, “The attention of our union has been drawn to news report in the media, alleging that the President will direct the re-opening of Nigerian universities with orwithout ASUU from Monday.”Professor Okerengwo in a statement said: “Arm twisting has never worked as a dispute resolution strategy. It is unacceptable to the union that while the President has invited the union leadership for a dialogue, some overzealous assistants to the president are clandestinely working to jeopardize the process.The surest and shortest route to industrial harmony in the university system and the fastest approach to revitalizing university education is the implementation of 2009 agreement and the 2012 MOU,” the union said.UI-ASUU, while welcoming an invitation to ASUU for a meeting today, warned that it would be unacceptable to its members if government failed to come out with a clear agenda for implementing the 2009 agreement.It said “The attention of our union is drawn to news reports in the media alleging that President Goodluck Jonathan will direct the re-opening of all Nigerian universities with or without ASUU.“We wish to state that while the President hadissued an invitation to the leaders of our union for dialogue, it will be unacceptable to our members if government fails to come out with a clear agenda for implementing the 2009 agreement.“Authoritarian posturing has never solved andwill not solve the impasse. We are calling on Mr President to tow the path of honour and respect the 2009 Agreement.”It sounded a note of warning that “Any proposal not based on a clear acceptance of aframework for implementing the 2009 agreement will, instead, seek to impose a solution regarding the impasse, and will not be a solution to the present crisis.”Omole said it was laughable that a government which had earlier claimed to havereleased N100billion has not, in actual fact released even a kobo.He said ASUU as a body of intellectuals, whichis ready to pursue the revatilization of public education in Nigeria will purse same to its logical conclusion even with the stoppage of salaries.

NASU, NAAT, SSANU tell FG to Ignore the MOU Signed with ASUU

NON Teaching staff in tertiary institutions in Nigeria, have advised the Federal Government to ignore the Memorandum of Understanding it entered into with the striking lecturers on the aegis of Academic Staff Union of Universities, ASUU, saying its implementation would lead to another round of crisis.The Non Teaching Staff comprising Non-Academic Staff Union of Education and Associated Institutions, NASU, National Association of Academic Technologists, NAAT, and Senior Staff Association of Nigerian Universities,SSANU rather advised government to implement the 2009 agreements it entered with the unions in tertiary institutions.In a statement signed by Samson Ugwoke, President of SSANU and spokesperson of NAAT, SSANU and NASU tited, ‘Our stand on the on-going ASUU strike’, the unions sympathised with ASUU but noted that the MoU was not in the best interest of the education sector.It stated “We sympathise and solidarise with our sister union, ASUU over their long drawn struggle for the welfare of their members. We urged the government to build more confidence in governance, at all times, by respecting agreements it freely enters into with unions.”However, we caution that any settlement of the current dispute must take into account the interests of all the university-based unions (NAAT, SSANU, NASU and ASUU). The three Non-Teaching Staff Unions of NAAT, SSANU and NASU are opposed to any extraneous demands by either ASUU or any group in the university which are prejudicial tothe welfare of our members.”Our stand is that government should jettison the so called ASUU’s Memorandum of Understanding (MOU) and concentrate on full implementation of the 2009 FGN/Unions agreements which border on staff conditions of service and welfare, and increased funding to universities.”The MOU being referred to by ASUU is for their selfish end and it is bound to generate more crises in the university sub-sector.The Non-Teaching Staff Unions in the universities will stoutly resist any attempt to ‘sell’ the universities to ASUU.”All university based unions signed agreements in 2009 with the government, it istherefore advised that all contentious issues in all the agreements be settled holistically to avoid a ‘relay race’ in strike actions in the universities.”The implementation of any union’s MOU should not come in between the period of implementation of signed agreements rather, such items in the MOU should wait to be re-negotiated in another agreement(s).”
